Preferred Alternate Conceptual Mitigation (PACM):
The primary purpose of this document is to explain the Authority’s rationale for choosing the Managed Lanes Alternate and to present the Authority’s proposed conceptual minimization and mitigation measures for affected resources. To provide context for those issues, this document also includes a summary of the purpose and need for the project; describes the alternates carried forward for detailed study; and summarizes the impacts of the Authority’s Preferred Alternate.
The Selected Alternate Conceptual Mitigation (SACM) package has been renamed to the Preferred Alternate Conceptual Mitigation (PACM) package as per FHWA’s guidance. The content of the document has not changed, only the title. The Preferred Alternate will be the Selected Alternate once concurrence has been received for the FONSI.
