Once completed, the Express Toll Lane improvements will make it easier for those of you who live in the area to get where you need to go.
- ETLs will better manage traffic on I-95 allowing you to get to work, daycare, school, and appointments quicker.
- Emergency services will be able to get to incidents faster by traveling in the ETLs and bypassing traffic.
- Transit buses will be able to travel in the ETLs making for a faster commute.
- The new Rossville Boulevard Bridge
is now two lanes in each direction instead of one, with sidewalks and a
bike path. The Cowenton Avenue and
the Joppa Road Bridges also
have sidewalks and wider shoulders for bike paths.
Every effort has been made to avoid or minimize construction impacts to residents and communities. However, for those residents where significant impacts occur, mitigation efforts are being implemented. Those impacts may include increased noise or right of way issues.

Noise Impacts

The increased traffic volumes associated with the addition of ETLs in each direction on I-95 will increase noise levels to homes and communities adjacent to the roadway. The Authority uses the Federal Highway Administration's noise policies and criteria as the basis for deciding what areas qualify for noise walls.

Right-of-Way Acquisition
|
Most of the property needed for this project was already owned
by the Maryland Transportation Authority, but there are some private
properties that the Authority has already purchased or will need
to purchase in order to complete the project. By law, all owners
will receive the fair market value for any property that is needed.
Acquiring

process of property acquisition, including property
appraisals and negotiations. It also discusses relocation
assistance and compensation available to occupants
who must move as a result of the acquisition.
