I-95 Mainline Construction —
Rossville Boulevard to Campbell Boulevard

As part of the Maryland Transportation Authority’s I-95 Express Toll LanesSM (ETLsSM) Project, the I-95 roadway (mainline) will be widened to six lanes in each direction between Rossville Boulevard and Campbell Boulevard. When this section is completed, the roadway will consist of four general-purpose (non-tolled lanes) and two ETLs in each direction.

About Construction

The construction area extends approximately 2 miles along I-95. It will join ongoing construction at the I-695 interchange and the future construction at the MD 43 interchange. Construction began in August 2007 and will last 2 1/2 years with a scheduled completion date of fall 2009. Construction activities include:

  • Excavation and Embankment
  • New Full-Depth Pavement Installation
  • Pavement Milling and Resurfacing
  • Reconstruction of the Median
  • New Storm Drain Improvements
  • Replacement of Existing Drainage Facilities
  • New Stormwater Management Facilities
  • New Retaining Wall Structures
  • New Sound Barrier Structures
  • Utility Relocations
  • New Signage, Pavement Marking and Intelligent Transportation System Improvements
  • Landscaping

During the first phase of construction, traffic will be shifted towards the median area while new lanes are being built on the outside. When the widening is completed, traffic will be shifted to the newly constructed general-purpose lanes and the median and inside lanes will be reconstructed to create the new ETLs. During construction, all four lanes of I-95 will be open in each direction during peak traffic period s.

As part of this project, new emergency turn-around ramps will be built on the east and west sides of I-95 near the King Avenue overpass. These ramps, working in concert with emergency crossovers located between the general-purpose lanes and the ETLs north and south of King Avenue, will provide access for emergency responders.
