I-95/I-695 Interchange & Lillian Holt Drive and Kenwood Avenue Bridges

The I-95/I-695 Interchange, located in Baltimore County will be totally reconstructed over the next four years in two phases. The project area extends along I-95 from the Kenwood Avenue overpass to south of the Rossville Boulevard overpass, and along I-695 from west of the Lillian Holt Drive overpass to the I-695/Philadelphia Road (MD Route 7) Interchange.

The new interchange is necessary in order to realign the existing travel (general purpose) lanes and to add the new Express Toll LanesSM (ETLsSM) along I-95. During the first phase of construction, a new, reconfigured four-level interchange for general- purpose roadways and ramps will be constructed. As part of the first phase of construction, the Kenwood Avenue and Lillian Holt Drive overpass bridges also will be reconstructed.

About Construction

Phase I construction will extend approximately 1.3 miles along I-95. The 3 ½ year project is expected to be completed in 2010. Construction work includes:

  • New Stormwater Management Facilities.
  • Signing, Marking and Interim Intelligent Transportation System (ITS) Improvements.
  • Pavement Milling and Resurfacing.
  • Excavation and Embankments.
  • Full-Depth Pavement Construction.
  • New Storm Drain Improvements.
  • New Retaining Wall Structures.
  • New Sound Barrier Structures.
  • Utility Relocation.
  • Stream Relocation.
  • Landscaping.
